Highlight Reveal Effect

This is an eye-catching animation that reveals the text when the user scrolls. An underline appears then glitches colour and finally rolls away as text appears. https://capti.co inspires this effect. It works great to add emphasis to a heading. The interaction repeats each time it is scrolled within the viewport.
